Parking Extortion Agreement with USA Towing

Here is the real scoop. Parking: My car was towed from the private parking lot because my inspection was expired. I was sick in my apartment with H1N1. No attempt was made to notify me of the towing of my vehicle. The apartment managers have arranged a racket with USA Towing to allow a car to be considered abandoned as soon as your inspection runs out. Virginia allows this by defining an abandoned vehicle as any vehicle that “has remained more than 48 hours on private property without the consent of the property owner” (reference 1). Richmond City has an ordinance (102-326) that prevents the towing company from charging more than $65 for towing and $20 per day after the first day from Private Property. However, as I stated above they get around this by considering your vehicle abandoned. USA Towing thinks this is a loophole however it is just a line to falsely justify the charges. I called Richmond City’s Attorney to ask about what I could do about these overcharges. I was told that any vehicle removed involuntarily was subject to Richmond City Ordinance (102-326) and given contact information for Sgt. McKracken with the Richmond City Police. The DMV provides guidelines for how to properly remove an abandoned vehicle from one’s property which River City conveniently ignores and contracts with USA Towing to immediately remove the vehicle from their lot. River City's website states that they are not responsible for the towing of your vehicle. This is a plain lie. They set the rules for towing in conjunction with USA Towing. Yes my inspection was out... and for that I owe the city/state a fine. But I do not owe USA Towing $635 which is what they asked me to pay and then refused to provide a bill. You decide... support extortionists who hide behind the "laws" in the absence of moral conscience or find an apartment building where the owner supports the tenants. It’s my contention that the tenants provide income for the property owners and that it is morally incompetent to extort money from their own tenants. Ultimately, if you find yourself believing that it’s “normal” and “ok” for River City Real Estate to conduct business in this manner then please follow their rules (as long as you can) and come get an apartment with River City Real Estate. If you think tenants of this apartment are posting positive reviews which include verbiage like "handful of losers" then please think again. What would a tenant gain from downing other tenants? If you were happy in an apartment would you actually be motivated to make such statements against other tenants. I submit that you read between the lines and realize that the property owners are posting here to cover the real reviews. Petitions concerning the parking situation that we passed around this apartment building were signed by every person who was approached (the only person who didn’t sign sympathized with the contents of the petition yet feared reprisal from the building managers). I further submit that you look for a place to live that doesn’t have tenants attacking other tenant in the name of immoral property managers. More to come… this on only the tip of the iceberg.
