Apartment Review for Cardinal Forest Apartments - Richmond, VA

At move in in June, the a/c did not work. The refrig did not work. Mold under kitchen sink. Mold on the back wall of the apt. Gas leak from the oven. It would take months to get anything fixed. Over 16 months of hell living there, there were at least 4 apt. managers and at least that many maintenace people. Drunk, drugged out neighbors that would keep me up at all hours. Manager charged me hundreds of dollars at move out for non-existant damage. General Services Corp. use unethical billing practices. Shame on them all!
